Biografy

Aleksandar Kocić Ranđelović Biography

Kocic jmbgBorn in 1975 in Belgrade, where he graduated from the XIV Belgrade Gymnasium and the Faculty of Law, University of Belgrade.

In the period from 2001 to 2006, he lived and worked in Nicosia (Republic of Cyprus) and Athens (Republic of Greece).

From 2007 to 2009, he worked at Banca Intesa ad Beograd on payment transactions and loans for Small and Medium Enterprises (SMEs).

From 2009 to 2014, he worked in the Ministry of Finance on issuing Republic of Serbia Guarantees and Government Bonds.

From 2014 to 2016, he worked in the Office of the Commissioner for Information of Public Importance and Personal DataProtection on inspection supervision over the protection of personal data, as an authorized person of the Commissioner in the Supervision Sector.

From 2016 to 2024, he worked at NIS ad Novi Sad as an Expert Coordinator for cooperation with state authorities in the Republic of Serbia.

After the public vacancy contest for filling the position, by the Decision of the Commissioner for Information of Public Importance and Personal Data Protection on March 1, 2024, he was appointed to the position of Assistant Secretary-General in the Sector for Education and Certification

Dragana Jovanović Biography

Dragana Jovanovic biografija imgBorn in 1973 in Belgrade.

In 1992, she graduated from the Twelfth High School in Belgrade with the title of Foreign Correspondent Associate.

In 2000, she graduated from the Belgrade Business Academy with the title of Economist for Finance and Accounting, a Specialist in Banking and Insurance.

In 2009, she graduated from; Megatrend University in Belgrade - title of a graduate Economist majoring in Executive Management.

Work experience

From 2006 to 2008, she worked at Meridian Bank in retail client relations, insurance, administration, treasury operations, and payment transactions.

2008-2023 worked at ASSECO SEE as a Consultant for the implementation of banking software and customer support

2023-2024 worked at Adriatic Bank in the IT sector and Infrastructure

Throughout her long career of work, she participated in many projects related to software solutions, singling out the most significant one the introduction of the Instant Payment System in payment transactions in 2018. Participated in the creation of internal procedures for working with databases and user versioning solutions. She has an NBS license as a Certified Insurance Agent.

Since February 2024, she has been employed by the Commissioner for Information of Public Importance and Personal Data Protection as Assistant Secretary-General in the Information Technology Sector.

 

Miroslav Velimanović

Miroslav VelimanovicBorn in Ćuprija in 1960.

Law graduate with the bar exam.

From 1988 to 1993 he was employed in a trading company in Real Property Law and Representation.

From 1993 to 2009, he was a lawyer at the Belgrade Bar Association.

Since April 2009, he has been the Director of the General, Legal, and Personnel Affairs in a public company.

Since March 2010, he has been employed in the Commissioner's Office, the Supervision Sector, as a Supervisor, Head of the Section, and since March 2012, Head of the Department.

In March 2022, he was appointed to the position of acting Assistant Secretary-General in the Sector for Misdemeanor Proceedings.

Marko Antić

Marko AnticBorn in 1977 in Belgrade.

Graduated from the Faculty of Law, University of Belgrade.

Gained work experience in the Commercial Court, the Misdemeanor Court, and the First Basic Court in Belgrade.

He gained expertise in the field of protection of fundamental human rights in the Raoul Wahlenberg Institute program, in Lund, Sweden.

He has been with the Commissioner for Information of Public Importance and Personal Data Protection since 2012 and was appointed to the position of Acting Assistant Secretary-General in 2022.

He is an accredited implementer - lecturer in the field of Personal Data Protection.

He is fluent in English and has basic knowledge of German and Italian language.

Ana Petrović Vukićević

Ane Petrovic VukicevicBorn in 1975 in Belgrade.

Born in 1975 in Belgrade.

She graduated from the Third Belgrade Gymnasium and the Faculty of Law, University of Belgrade.

From 2004 to 2011 she worked in a bank in legal affairs.

Since February 2011, she has been employed in the Office of the Commissioner for Information of Public Importance and Personal Data Protection at Supervisory Inspection over personal data protection.

He is an accredited implementer - lecturer in the field of personal data protection.

By the decision of the National Assembly of the Republic of Serbia on March 25, 2021, she was elected Deputy Commissioner for Information of Public Importance and Personal Data Protection.

Gordana Mohorović

Goca nova profilnaGordana Mohorović was born in 1963. Graduated from the Faculty of Law in Belgrade. Passed the bar exam in 1990. She completed her postgraduate studies (MSc in Development Studies) at the London School of Economics and Political Science (LSE) in the UK, London, in 1996.

From 1997 to 2003, she worked in the Federal Ministry of Justice of the FRY, monitoring the implementation of basic international human rights treaties: the International Covenant on Civil and Political Rights (ICCPR), the International Covenant on Economic, Social and Cultural Rights (ICESCR) and the Convention on the Rights of the Child (CRC); She was the Secretary of the Commission for Harmonization of the Legal System of the FRY with EU, CoE and WTO Regulations; the national contact person for the comparative review of the compliance of domestic regulations with the European Convention for the Protection of Human Rights and Fundamental Freedoms; the national contact person for the Council of Europe Convention for the Protection of Individuals with Regard to Automatic Processing of Personal Data - Convention 108 (ETC108) and a member of the Council of Europe Project Group on Personal Data Protection (CJ-PD); she also coordinated activities between the Federal Ministry of Justice and the Council of Europe regarding the training of judges on the European Convention for the Protection of Human Rights and Fundamental Freedoms; performed a comparative analysis of regulations in the field of protection and promotion of human rights; participated in the drafting of laws and gave opinions on draft laws from the aspect of human rights protection.

From 2003 to 2019, she worked in the Ministry of Human and Minority Rights and all organizational forms that followed, including the RS Government Office for Human and Minority Rights. She managed the work of the Department of Human Rights. Monitored the implementation of basic international human rights treaties: ICCPR, ICESCR, CERD, CEDAW, CAT, CRC, CRPD, and CED; participated in the preparation of state reports and was a member of state delegations in the presentation of state reports before the competent UN treaty bodies; prepared state reports and the presentation of the state delegation and participated as its member in the cycles of the Universal Periodic Review before the UN Human Rights Council; prepared reports on UN special procedures in the field of civil, political, economic, social and cultural rights; prepared/handled responses to individual citizens' complaints to relevant UN treaty bodies; was a member of the Committee of experts for the development of human rights (DH DEV); performed competent activities within the framework of European integration in connection with Chapters 19 and 23 and was the contact person for the Monitoring Mechanism for the implementation of the Action Plan for Chapter 23.

Participated in numerous trainings including UniDem seminars of the Council of Europe on Human Rights, Trieste, Italy 2000 and 2006; Workshops of the Office of the UN High Commissioner for Human Rights on the Universal Periodic Review, Geneva, Switzerland in 2008 and Brussels, Belgium in 2011; Expert training "Gender Equality and Local Self-Government" organized by Golda Meir Mount Carmel of the International Training Center (MCTC), the Ministry of Foreign Affairs of Israel, the Israeli Agency for International Development Cooperation (MASHAV) and UN-HABITAT Haifa, Israel in 2010; Professional Development Program for Accession to the European Union, Ministry of Justice and Equality of the Republic of Ireland, Dublin, Ireland 2011.

In 2016/2017, for one year she was on temporary replacement transfer in the Ministry of Interior - Sector for International Cooperation, European Affairs, and Planning.

In 2019 she was appointed to the position of Assistant Secretary-General in the Commissioner for Information of Public Importance and Personal Data Protection.

She is married and fluent in English and Italian language.

Lela Rudić

Born in 1959 in Belgrade.

She graduated from the Fifth Belgrade Gymnasium and the Faculty of Law of the University of Belgrade.

From 1986 to 1993 she was employed in the Belgrade Central Jail, where she performed legal work for the needs of the Working Community, and from 1993 to 2013 in the Ministry of Education, Science and Technological Development, where she performed normative work in the education field.

She has been employed in the Office of the Commissioner for Information of Public Importance and Personal Data Protection since 2013, first in the position for normative and administrative affairs in the field of free access to information of public importance – Sector for Harmonization of Regulations and Normative Affairs, and then in the position of Head of the normative affairs in the same sector.

She has been the Assistant Secretary-General in the Commissioner’s Office since February 2020.

Milan Marinović

  Милан Мариновић Milan Marinović was Born in 1963 in Valjevo, Serbia. He graduated from the Faculty of Law in Belgrade, where he also passed the Judicial State Examination.

By the Decision of the Government of the Republic Serbia of 14 August 1998, he received his first appointment as a Misdemeanour City Court judge in Belgrade, and on 24 August 2006 he was reappointed to the position. Upon proposal of the High Judicial Counsel, he was elected a judge of the Misdemeanour Court in Belgrade based on the Decision of the National Assembly of the Republic of Serbia on the Appointment of Judges for a Three-Year Term at Courts of General and Special Jurisdiction of 29 December 2009. By the Decision of the High Judicial Council on the Election of Judges to Permanent Judicial Offices he became a permanent judge at the Misdemeanour Court in Belgrade. He served as a member of several working groups tasked with amending the existing regulations and adopting new ones.

He owns several letters of thanks from the faculty for his support in teaching students, and diplomas and certificates for training in various areas of law (Law on the Protection of Whistleblowers, Law on Prevention of Domestic Violence and Introduction to EU Asylum and Migration Law).

He is a certified lecturer at the Judicial Academy for Judges and Legal Professionals.

He is the author of numerous papers on misdemeanour offences and misdemeanour procedure.

By the Decision of the High Judicial Council of 30 December 2009, he was appointed acting President of the Misdemeanour Court in Belgrade, and on 23 May 2019 the National Assembly of the Republic of Serbia elected him President of the Court.

On 26 July 2019, the National Assembly of the Republic of Serbia elected Milan Marinović Commissioner for Information of Public Importance and Personal Data Protection.

2012. године изабрана је за чланицу Бироа Саветодавног комитета Конвенције о заштити лица у односу на аутоматску обраду личних података Савета Европе, а у периоду од 2014. до 2016. године је била и заменица председника Саветодавног комитета.
Од 2017. године је чланица радног тела Међународне конфенције повереника за информације којим председава Повереник за информације Велике Британије.
2014. године, у периоду од априла до јуна, стицала је искуство радећи у Агенцији за заштиту података о личности Краљевине Холандије.
Има мастер диплому из правних наука Универзитета у Лидсу, Велика Британија (тема: однос права на притуп информацијама и заштите података о личности), и мастер диплому хуманитарних наука Универзитета Малте (тема: Слобода изражавања на интернету). Ауторка је радова на тему слободног приступа информацијама и заштите података о личности објављених у стручној литератури и медијима, и уредница је књига „Заштита узбуњивача“ (2013) и „Заштита података о личности у области радних односа“ (2018). Излагала је на бројним домаћим догађајима, као и на међународним конференцијама у земљи и иностранству. На Међународним конференцијама излагала је и као представница Савета Европе, и била је ангажована за анализу утицаја појединих феномена на заштиту података (као прилог Извештају Венецијанске комисије) и анализу прописа о заштити података појединих држава чланица Савета Европе.
Била је адвокатски приправник и сарадница удружења грађана – Комитет правника за људска права (од 2001. године), а од 2004. године, координаторка Одсека за слободу медија Мисије ОЕБС у Србији. Положила је правосудни испит.
Говори енглески и немачки, и служи се француским и руским језиком.

Zlatko Petrović

ZlatkoPetrovic

Born in 1978 in Šabac.

Graduated in 2002 from the Faculty of Law, University of Belgrade.

Passed the bar exam in 2005.

After graduation, he started working in the Municipal Court in Šabac, as a judicial intern.

From August 2003 to January 2013, he worked at the Ministry of Interior in Belgrade.

In the period from 2003 to 2006, he was engaged in Property and Legal Affairs in the Directorate for Joint Affairs of the Ministry of Interior.

In the period from 2006 to 2013, he held managerial positions in the service of Personnel Affairs and Labor Advocacy in the Human Resources Administration of the Ministry of Interior.

He performed the duty of a Disciplinary Officer and Lecturer at trainings organized by the Ministry of Interior.

During this period, he personally, through the development and implementation of several development projects, participated in changes in the human resources management system in the Ministry of Interior, which subsequently led to changes in the organizational structure of this ministry, as we know it today.

In January 2013, he started working in the Office of the Commissioner for Information of Public Importance and Personal Data Protection, as an authorized person of the Commissioner in the Supervision Sector.

In September 2014, he became the head of the Department for Data Protection Supervision in Public Authorities, and subsequently took over the duty of the head of the Department for Data Protection Supervision in Government Bodies.

Since August 2015, he has been appointed by the Commissioner to the position of Assistant Secretary-General, in charge of the Sector for Supervision.

During this period, he participated in the implementation of some of the most important supervision procedures in the field of Personal Data Protection in the Republic of Serbia and launched several initiatives towards other Public Authorities, aimed to harmonize the legal framework in the field of Personal Data Protection.

Since 2015, he has been a lecturer in Personal Data Protection trainings, organized by the Human Resources Management of the Government of the Republic of Serbia. He is an accredited lecturer at the National Academy of Public Administration in the field of Personal Data Protection. He is a lecturer on a short study program at the Faculty of Security, University of Belgrade, for Personal Data Protection Managers. He is the author of several professional texts in the field of Personal Data Protection.

He was the candidate of the Republic of Serbia in the elections at the General Assembly of INTERPOL in 2021, for a Personal Data Protection expert in the CCF (Commission for Control of INTERPOL's Files), where he was shortlisted for this position.

From March 2022, he performs the duty of acting Assistant Secretary-General in the Sector for Reporting and Analytical Affairs.

He is fluent in English.

Slavoljupka Pavlović

DSC 0381Slavoljupka Pavlović was born in 1977.

She graduated from the Faculty of Law in Belgrade (University of Belgrade) in 2001.

She joined the Commissioner for Information of Public Importance and Personal Data Protection in June 2010. He manages the Sector for Complaints and Enforcements in the field of Access to Information.

She worked in the First Municipal Court in Belgrade, and then in the Court of Appeal in Belgrade.

She passed the bar exam in 2003. In 2004, she went through the training in mediation and passed the exam for the mediator (certificate for ADR) organized by the First Municipal Court in Belgrade and the EU Delegation to Serbia. She passed the notary exam in 2013. In April 2011, she attended a one-month training on whistleblowers' protection in Charlotte, North Carolina, USA, organized by USAID.

She has published several professional articles in the field of human rights (personal data protection and non-discrimination law). She is the editor of Publications number 2 and 4 "Personal Data Protection - Attitudes and opinions of the Commissioner". She was hired by various non-governmental organizations, as well as the Commissioner for the Protection of Equality to hold training on non-discrimination law.

She is fluent in English.

Био адвокат од 1991 до 2002. године. Радио као директор Републичке дирекције за робне резерве, Националне службе за запошљавање и Инспектората за рад Србије. Један од оснивача и председавајући Регионалне асоцијације служби за запошљавање земаља југоисточне Европе и Асоцијације служби инспекције рада земаља југоисточне Европе. Један је од оснивача Европског покрета у Србији 1992. године и Виктимолошког друштва Србије. Члан је председништва Удружења за радно и социјално право Србије. Аутор већег броја стручних радова из области рада и запошљавања.

In the Belgrade Central Jail for the period from 1981 to 1994 - worked on managing employees in the department, application of regulations in the field of state administration, labor relations, enforcement of penal sanctions, obligations, criminal law, etc;

In the Ministry of Justice in the period from 1994 to 2001 in the position of Administrative inspector at the Head Office. Performed, among other things, supervision over the application of laws and other regulations on State administration and Office management, as well as regulations on administrative procedure related to efficiency and timeliness in resolving administrative matters, supervision over the application of regulations in the field of labor relations in state bodies, official use of languages and scripts, electoral rolls, participated in the preparation of decisions on appeals filed against decisions of first instance bodies, acted on individual applications of citizens, etc.;

in the General Secretariat of the Government of the Republic of Serbia in the period from 2001 to 2004 as the Secretary of the Legal System and Public Administration Committee Service. Performed tasks related to coordination and work on issues within the scope of work of the Committee, preparation of reports for the Government, etc.;

In the District Public Prosecutor's Office in Belgrade from January 12, 2004, to December 9, 2004, as Deputy District Public Prosecutor;

In the General Secretariat of the Government of the Republic of Serbia in the period from 2004 to 2007, as the Head of the Department for preparation and processing of the Government sessions and Government working bodies and at the same time as the Secretary of the Committee on Economy and Finance Service. Worked in the governmental sector (Federal Ministry for Human and National Minority Rights, Federal Ministry of Justice), the nongovernmental sector (Center for Peace and Democracy Development – previously known as the Center for Antiwar Action), and in the office of the Ombudsman. He led and/or participated in numerous expert/research projects in the field of human rights. Author and co-author of several books/monographs, namely (from the year 2000 onwards): The Rights of the Members of the Defense System, Banning Discrimination and Harassment of Women, A Law Model on Personal Data Protection, The Role of Witnesses and Victims in Processing War Crimes, Status of Conscientious Objectors and Dual Citizens, The Council of Europe and the Torture Ban, Imprisonment in Yugoslavia and International Standards, State Violence Against Its Citizens in Yugoslavia, The World of Land Mines. Author of a number of journal articles/essays. Participated in drafting several law models. In March 2010, the National Parliament elected him for the Deputy Commissioner for Information of Public Importance and Personal Data Protection in charge of the field of personal data protection.

NatalijaBorn in 1959 in Vrbas, where she finished elementary school and gymnasium.

She is a Law graduate with a passed bar exam.

She worked in the Banking Sector, NIS-Naftagas Promet Legal Department, and Advocacy.

She took up the position of Assistant Secretary for the Improving the Publicity of Work Sector in the Office of the Commissioner for Information of Public Importance on September 20, 2005, and on November 02, 2011, she was appointed to the position of Assistant Secretary-General in the Sector for Complaints and Enforcements - Personal Data Protection.

Stanojla Mandić

StanojlaBorn 1956 in Guberevci.

Graduated lawyer with a professional exam.

She was secretary in Ministry for state administration and local administration, secretary in Ministry for labor, employment and social policy, assistant of secretary for economic system in YCC, president and member of Committee for state administration professional exam and lector for Administration procedure, member of Serbian Government Committee for election of arbiter and peace maker and other Government operational bodies, she was working on administration and standard affairs, organization and management affairs in Serbian state administration and city administration of Belgrade.

On July 1, 2005 National Assembly elected Ms. Mandic as the General secretary of Commissioner for Information of Public Importance of the Republic of Serbia.

On April 4, 2006 Ms. Mandic was elected as the Deputy Commissioner for Information of Public Importance by the National Assembly of the Republic of Serbia.

On April 8, 2013, the National Assembly reelected her to serve as the Deputy Commissioner for Information of Public Importance and Personal Data Protection in the Republic of Serbia.

 

 

Rodoljub Šabić

Рoдoљуб Шaбић

Rodoljub Sabic was born in 1955.
A lawyer with an LLM degree, he chose to pursue the career of an attorney-at-law. For many years he was the managing partner of a Belgrade-based law firm, which had a number of lawyers and was active in several fields of law.
He was a national deputy (Member of Parliament) and Deputy Speaker of the National Assembly of the Republic of Serbia and served as the Minister of Public Administration and Local Self-Government in two Serbian Governments.
He is the author of numerous texts published in scientific and expert magazines and in daily press.
On 22 December 2004, Mr. Sabic was elected аs the Commissioner for Information of Public Importance by the National Assembly of the Republic of Serbia. On 5 December 2011, the National Assembly reelected him to serve as the Commissioner for Information of Public Importance and Personal Data Protection in the Republic of Serbia.

For his work as the Commissioner for Information, he has been commended and has received awards from the expert community and the general public. His awards include formal annual ones: "Special Charter of the Association of Serbian Journalists" in 2006, "Personality of the Year in the Fight for Freedom of the Media" (awarded by OSCE) in 2007, The Best European Award (awarded by the First European House) in 2008, the Knight of Vocation (League of Experts – LEX) in 2009, Reformer of the Year (National Alliance for Economic Development - NALED) in 2010, Award for the Contribution to the Fight Against Corruption (EU Mission and Anti-Corruption Council), "Personality of the Year" (OSCE Mission) and Honorary Member of the Independent Association of Journalists of Serbia in 2011 and Award for Contribution to Europe (European Movement in Serbia and European Movement International) in 2012, 2013. The prize for the institution with the highest level of anti-corruption Integrity (BIRODI), 2014 The prize for tolerance (awarded by Fondation Blue Danube, Goverment of the Autonomous Province of Vojvodina and Municipality of Backa Topola), 2015 Prize for contribution to the improvement of the human rights culture "Konstantin Obradovic" (awarded by Belgrade Centre for human rights), 2016 Charter for Civil Courage "Dragoljub Stosic" (House of Justice Strasbourg), 2016 Fine example of new optimism (New optimism), 2017 added to the list Balkan Heros (Balkan Insight), 2018 - April Award for the development of democratic values ​​and respect for human rights (City of Sabac), Special award, 2018 (Human Rights House Belgrade)
