The percentage of economic operators forced into corruption is very high, and so is the percentage of those that sustained substantial damage or were ruined because they refused it. Corruption can be found everywhere, especially in the health system, the judiciary and executive authorities. Its scale is such that it can be countered only by continual and coordinated cooperation of all authorities and bodies with relevant competences.” I have taken the above statements from a report produced at a large anti-corruption meeting held recently in Zagreb, attended by all anti-corruption authorities and bodies of Croatia.

Society is faced with huge problems relating to corruption. Citizens suffer because corruption is everywhere - especially in the health system, the judiciary and executive authorities. The economy suffers in particular. Many economic operators are forced into corruption and many more sustained substantial damage or were ruined because they refused it. The scale of corruption is so large that it can be countered only by continual and coordinated cooperation of all competent authorities and bodies. These statements have been presented recently at a meeting of representatives of anti-corruption authorities and bodies of Croatia strongly resemble our situation. Another point raised by the participants was that, because of corruption, their national economy lost $ 1.3 billion every year.

Advancing towards European integration and becoming actively involved in it “requires prior harmonization of the normative system and building of necessary administrative capacities”. This phrase, which appears particularly often in the context of our country's Stabilization and Association Agreement with the European Union, does have a bureaucratic air to it, but it nevertheless conveys a notorious truth. Countries which, like Serbia, aspire to EU membership must harmonize their legislation with the European legal standards and at the same time empower the existing government bodies and establish completely new ones capable of applying these standards in reality.

By this law, Serbia would finally provide for the protection, processing and use of personal data, as well as the right to privacy. The Bill was submitted to the Assembly in an expedited procedure...

Fruitful warning to "forgetful" public authorities

About a month ago, acting as the Commissioner for the Information of Public Importance, I sent a letter addressed to 119 public authorities, warning them of their obligation to act in accordance with the instructions given in Commissioner's Decisions and of legal consequences of failure in fulfillment of such an obligation.
